The JBA employs modified NJSIAA high school rules for both BOYS & GIRLS in all Divisions.  NJSIAA rules are modified as follows:

 

 

 4th Grade (All Divisions)

• 4th Grade Boys and Girls in ALL Divisions will play four 8-minute quarters with normal clock stoppage, per NJSIAA rules.
• 3 point shots in 4th grade division are permitted.

 

Foul Shots

The new NFHS rule allows players in marked lane spaces to enter the lane when the ball is released by the free thrower.  The restrictions for the free thrower and players not in marked lane spaces remain in effect until the free throw touches the ring or backboard, or until the free throw ends.

• 4th Grade Boys and Girls in ALL Divisions are permitted to step over the line on free throws. They must start behind the line.
• For 4th Grade Boys and Girls, it is a violation if the free throw shooter steps over the line and gets a rebound on a the missed free throw, unless the ball is first touched by another player.
• 5th, 6th, 7th, and 8th Boys and Girls in ALL Divisions must remain behind the line on all free throws. It is a Violation if they step over the line, as per NJSIAA rules.
• Exception – *5th Grade Girls feet can go over the line as long as it is not an intentional jump to gain distance or advantage.

 

Pressing

• 4th Grade Boys and Girls in ALL Divisions may only press in the last 2 minutes of the 4th Quarter.
• 5th Grade Boys in the Red Division are permitted to press the entire game.  Girls all divisions and 5th Grade Boys in the White, Gold,  & Blue Divisions may only press in the 4th Quarter.
• At the 6th Grade Level, Boys in all division are allowed to press the entire game.  Girls can only press in the 2nd Half.
• At the 7th, and 8th Grade Levels, Boys and Girls in ALL DIVISIONS are permitted to press the entire game.
• No pressing or trapping by a team if they are leading by 20 or more points OR if they are down by 20. EXCEPT PLAYOFFS
• No fast breaking by a team if they are leading by 20 or more points – It will be a violation & that team will lose possession at the spot where they started the fast break. EXCEPT PLAYOFFS

 

Substitutions

• 4th and 5th Grades – Boys and Girls in ALL DIVISIONS: Mandatory substitution in both the 1st and 2nd Quarters (see Mandatory Substitution Rules)
• 6th through 8th Grades – Boys and Girls in ALL DIVISIONS: Free substitution for the entire game.

 

Mandatory Substitutions

To assure all players are being used during the game, the rules will be as follows:

• 5 players play the first four minutes of the quarter.
• The officials will stop the game at the 4 minute mark of that quarter (as game flow dictates).
• Teams are then required to substitute 5 new players

The substitutes must be ready to enter when summoned by the officials. This is not a time out.

If the players are not ready to enter, the officials will assess a delay of game warning and any subsequent delay of game will be assessed a technical foul.

Player that plays the first 4 minutes of the 1st quarter CANNOT play in the second 4 minutes of the 1st quarter, but they can play in the first or second four minutes of the 2nd quarter.  Similarly, players that play in the second four minutes of the 1st quarter can play in the first or second four minutes of the 2nd quarter.

If a team has more than 10 players – The additional players can be substituted during the first 4 minute interval or second 4 minute interval of each quarter, but the substitutes can only play during one 4 minute interval per quarter

If a player is injured or picks up a 3rd foul in the 1st or 2nd quarter, the coach shall be allowed to substitute with either a player who has not played in the quarter or one who has played 2 minutes or less in that quarter.

If a team has less than 10 players – No substitutions will be permitted in the first half of the first quarter, unless a player is injured or picks up a 3rd foul in the 1st or 2nd quarter.

The Coach with less than 10 players will choose which player(s) on the will not be allowed to play in the second 4 minute interval of the quarter.  This is done to avoid the conflicts that arise from the opposing coach singling out one player.  This choice may remain constant or it can be changed from quarter to quarter.  No player can play more than 2 consecutive 4-minute intervals in the 1st half.

The player(s) chosen to sit out the 1st 4-minute interval must be inserted during the next 4-minute interval of the quarter.

If a team has less than 8 players – Game will be played under Free Substitution Rules.

PLEASE NOTE:  Common courtesy and sportsmanship dictate that everyone plays evenly in the 1st half and a team does not leave its top players in during the 2nd 4-minute interval when you have less than 10 players.

 

Minimum Number of Players Rules

Games may be played in which one or both teams have less than 10 players.

• 4th and 5th Grade teams must have a minimum of 8 players. If a team has less than 8 players at the gym, the game must be still played.  It will, however, be recorded as a forfeit.  This will prevent teams leaving their weaker players home.  Exception – if League and Opponent are notified prior to the game and approval is given by both.
• 6th through 8th Grades – 5 players are needed to start a game (since there is free substitution, no play minimum to start and play games).

 

Grade and Age Requirements

• Players on 8th Grade teams must be in the 8th grade or below.
• Players on 7th Grade teams must be in the 7th grade or below.
• Players on 6th Grade teams must be in the 6th grade or below.
• Players on 5th Grade teams must be in the 5th grade or below.
• Players on 4th Grade teams must be in the 4th grade or below.

NOTE:  It is recommended that 4th graders turning 11 prior to 4/1/2014, 5th graders turning 12 prior to 4/1/14, 6th graders turning 13 prior to 4/1/14, and 7th graders turning 14 prior to 4/1/14, play one division above their present grade.

If a coach questions the grade level of an opposing player, the opposing team must provide proof of grade (i.e. report card).

 

Basketball Composition and Sizing

• All game balls must be leather or synthetic leather.
• Girls in ALL DIVISIONS and Boys 4th Grade through 6th Grade will use a ball with a circumference of 28.5 inches.
• Boys in ALL 7th & 8th Grade Divisions will use standard NJSIAA regulation ball.

 

Team Eligibility

• Teams must be comprised of players from only one town and players must be town residents. Exceptions must be pre-approved.
• For teams from religious organizations, the players must be members of that church/synagogue/mosque and are not eligible to play for their own town team (if applicable) in the same grade.
• Teams comprised of players from towns that are feeding into the same regional high school would be able to enter a combined team where players were needed to complete a team and only if no feeder towns are entering a team at that grade level.  Both towns’ recreation directors would have to approve this arrangement with the Divisional Placement of the team at the discretion of the JBA.

 

Rosters

• Rosters with players’ names, addresses, grades, schools, and dates of birth must be submitted to the league by November 30, 2015.
• Rosters are limited to 15 players.
• The addition of a player who has moved into a town during the season either when the roster is full or to replace an injured player will be considered on an individual basis by the JBA Board.
• Players can only be on 1 Roster per grade. Exception – players at lower competitive levels can be moved up to play up, fill a short roster, or rotated to gain experience at the higher level. League approval must be gained in order for any of these exceptions to take place.
• Players cannot play for more than 1 town, organization, or religious organization in the same grade.

 

Team Unsportsmanlike Incidents

(All instances to be reviewed by the game officials and JBA Board)

If there are unsportsmanlike incidents by players, coaches, timekeepers, scorers, or fans, the league will place that team on probation for the remainder of that season or of the following season if the incident occurs during the playoffs.

A 2nd occurrence will result in that team not being invited into the league the following year.

A 3rd occurrence will result in suspension of the remainder of that team’s games for the season in which the incident occurred in addition to not being invited into the league the following year.

 

Ejections from Games

1st Offense – If any individual player, coach, timekeeper, scorer, or spectator is ejected from a game, that person will not be allowed to attend or participate in the next game.

2nd Offense – That person(s) will be suspended for the next 5 games.

3rd Offense – That person(s) will be suspended from the League for the remainder of the season including playoffs.

Game Officials will report all ejections to the JBA Board.

 

Postponements

All teams should contact the JBA Scheduling Director with any gym issues.

Teams should refrain from postponing games within the schedule for other than weather-related reasons.  Postponed games for inclement weather should be made up as soon as possible after the postponement.  If the home team cannot secure gym time, the game will be played at the opponent’s site.  Games not played are subject to forfeiture by the home team at the discretion of the league and JBA Board.

 

Reporting of Game Results

Head Coach from the winning team is responsible for posting the exact score on the league website within 24 hours of the game’s conclusion.

 

Officials

• 2 NJSIAA Certified Officials will be assigned to each game – All Divisions
• Each team is responsible for payment of the officials prior to the start of the game
• Each team shall pay one official $50 at all levels.
